Tender Adjudication, Contract Management and PPP in the Public Sector

Contracts are often critical to a business and are extremely valuable assets. Their value is often recognised in times of dispute, yet if the process is mutually accepted and understood, referral to them is minimal. Recent policy, legislative and regulatory reform in African government institutions is focused on enhancing service delivery to all the people of Africa.

Good practice contract management has the capacity to increase revenue opportunities, decrease costs and enhance service delivery. Contracts are often managed manually and by multiple managers without an enterprise wide approach. A multitude of rules and complex decision making can lead to inflexibility, poor planning, extended lead times and below par service delivery.

This workshop will equip delegates with the knowledge to understand and apply the public institutional policy and legislative imperatives determining the issues of government planning, decision-making and service delivery and the manner in which these impact on contracts and contract management. Case studies will be discussed, and delegates will get the opportunity to apply what they have learned in practical exercises.

This course is rated at an NQF level 5. Five (5) credits towards a Higher Certificate in Management. A Competency certificate can be earned, subject to successful completion of the POE/ Assessment in the specified period stipulated at the event. If a participant chooses not to complete the assessment, he/she will receive a certificate of attendance only

      Johan was with Spoornet for over 17 years, where he occupied various management positions up to the level of an Executive Manager HR, overseeing Recruitment and Selection, Labour Relations, Professional Services, EAP and HR Operations in the Line Departments. He built on his experience at Spoornet and is currently in the skills development area, where he lecturers at several educational and training institutions in South Africa. His focus areas are: Taxation, Financial Planning, Economics, Financial Management, Accounting (Both in the Public Service and Private Sector), Cost Management, Business Ethics, Corporate Strategy and Strategic Management. As a Lecturer he has presented a number of training programs at Regional and Local Government.
